Law Clerk
Chief U.S. District Judge James E. Shadid is accepting applications for the position of term law clerk in his chambers. Typically, the broad range of duties assigned to a law clerk includes conducting legal research, preparing bench memos, drafting orders and opinions, proofreading the judge’s orders and opinions, verifying citations, communicating with staff regarding case management, and assisting the judge during courtroom proceedings. The one-year term will begin September 3, 2013, and is subject to extension for up to three additional years by agreement. Salary is determined under the Judiciary Salary Plan, and the successful applicant will be eligible for health, dental, vision and life insurance. Bradley University’s Pre-Law Center will be hosting their Third Annual Mock Trial Tournament on the Bradley Campus this fall (October 19-20). The dates and times for each round are listed below. The time slots reflect an allotment for a period for registration and a brief judge’s orientation. For morning rounds, we would ask that judges arrive no later than 8:30 a.m., and for afternoon rounds, no later than 1:00 p.m. Some rounds may be longer than others, so the times listed are meant to reflect the maximum length of time for a given round:

Entertainment Committee

Local Continuing Legal Education Seminars

Memorials
On Tuesday, June 4, 2013, James M. Voelker, passed away. He was born on February 1, 1961, in Peoria. He graduated from Peoria High School in 1979, received his Bachelor’s degree from the University of Illinois in 1983, and his Juris Doctorate from the University of Iowa’s College of Law in 1986. Upon graduation from law school he joined the firm of Heyl, Royster, Voelker & Allen, becoming a partner with the firm in 1996. Jim had a very entrepreneurial spirit, dating back to his college days where he successfully operated an ice cream van business. His most recent venture was developing and marketing dictation software. He also served on the Communications and Technology Committee of the PCBA for many years, contributing his valuable computer knowledge. He is survived by his wife, Kelly, and six children. The PCBA has contributed $100.00 to the Foundation in memory of James M. Voelker.

Kim Kelley and Hon. Stephen Kouri for their involvement with the JIOP program.

Chief Circuit Judge Michael E. Brandt receives the Justice Benjamin K. Miller Recognition Award


Chief Circuit Judge Michael E. Brandt received the Justice Benjamin K. Miller Recognition Award from the Illinois Family Violence Coordinating Councils at a June 17 presentation in Springfield, Illinois. Named after former Illinois Supreme Court Justice Benjamin K. Miller, the award is given to honor outstanding members of the community and judiciary for their excellence in leadership and commitment to further the work of the Councils in preventing family violence. Mary Taylor, Local Council Coordinator, nominated Judge Brandt for this award stating that “He has been and continues to be a stabilizing force and strong advocate for all issues related to family violence in our community. Always willing to speak on behalf of the Council, he encourages collaboration between law enforcement, prosecution, probation and social services agencies in addressing family violence. We have learned many things since 1993 when Justice Miller had a vision for the Council. One of those is that with the dedication and collaboration shown by Judge Brandt, we can and have made a difference in the lives of those families impacted by domestic violence, elder abuse and sexual assault.”

UNITED STATES COURT OF APPEALS FOR THE SEVENTH CIRCUIT


United States Bankruptcy Judge Thomas L. Perkins of the Central District of Illinois has applied to be reappointed by the United States Court of Appeals to a new 14-year term when his current term expires on July 19, 2014. A United States Bankruptcy Judge is a judicial officer of the United States District Court who exercises the authority of the district court with respect to any action, suit, or proceeding under Chapter 6 of Title 28 of the United States Code. 28 U.S.C. § 151. Comments are invited from the public and the bar as to whether Judge Perkins should be reappointed. Those comments should be in writing and sent by July 30, 2013 to:

The Judicial Conference of the United States has authorized the appointment of a full-time United States magistrate judge for the United States District Court for the Central District of Illinois.  The official location for the position will be Peoria, Illinois.  Full-time magistrate judges are appointed to eight year terms of office by the judges of each respective United States district court. IN THE CIRCUIT COURT OF TAZEWELL COUNTY, ILLINOIS
TENTH JUDICIAL CIRCUIT
ADMINISTRATIVE ORDER 13-2


IN THE MATTER OF THE MAILING OF NOTICES PURSUANT TO SUPREME COURT RULES 113 AND 114 RELATING TO MORTGAGE FORECLOSURE CASES


Pursuant to Supreme Court Rules 113 and 114, effective May 1, 2013, the Clerk of the Circuit court is required to send certain notices.  The Court finds that the cost of the mailing of said notices requires the entry of an Administrative Order.


Therefore, effective July 1, 2013, for cases filed on or after May 1, 2013, it is the obligation of the Plaintiff to provide the Clerk of the Circuit Court of Tazewell County, within the 10th Judicial Circuit, with preaddressed and postage paid envelopes bearing the return address of the Clerk of the Circuit Court for the mailing of the required notice pursuant to Supreme Court Rule 113(d).


The Plaintiff shall fold and place the required notices in the envelopes.  The envelopes shall be sealed upon delivery to the Clerk of the Circuit court, who will mail the envelopes in accordance with the applicable Supreme Court Rules.


The Plaintiff’s attorney will file, at the time the sealed envelopes containing the required notices are provided to the Clerk for mailing, copies of the Notices as required by Supreme Court Rule 113(d) and an Affidavit which will indicate that:  (1) the sealed envelopes contain the notice required by applicable Supreme Court Rules; and (2) that a notice is provided for all persons entitled to receive notice under the Rules.


The Clerk of the Circuit Court shall be entitled to impose a mailing fee for the mailing of said notices, in accordance with the existing fee schedule in each county.

Tazewell County Courthouse Parking


The Pekin Main Street Farmer’s Market began on Thursday (6/20/13) at 4:00 p.m. and will run every Thursday until September 19, 2013, from 4:00 to 6:00 p.m.
In order to accommodate vendor set up, Capitol Street between Court and Elizabeth will be closed and parking will not be permitted. Please plan accordingly and park elsewhere during that time. EDUCATIONAL TOOL
A new educational tool has been developed for volunteer attorneys to help you understand the pro bono client. Many attorneys state they just do not understand the clients. Pro bono representation is often a cross-cultural relationship between an attorney from middle class or wealth and a client from generational poverty. An attorney’s failure to understand some of the challenges, and what strategies can overcome those challenges, can derail a pro bono representation.
