Attorney Position

Clerk of the Appellate Court

Illinois Appellate Court, 3rd District

Essential Responsibilities:  The Clerk of the Appellate Court is an executive level position with a wide range of responsibilities for the management of the Third District Appellate Clerk's Office.   Functions include: Monitoring and analyzing case flow management; Supervising office personnel; Researching and synopsizing motions; Entering standard orders for routine motions; Managing the maintenance and improvement of the court's facilities; Serving as a liaison between courts, the public and the press; Answering procedural questions for attorneys. Educational and Experience Requirements:  This position requires an undergraduate degree or equivalent experience. A law degree is preferred. Candidates must possess strong written and oral communications skills, high level technology skills, and demonstrated management and administrative skills. A strong working knowledge of the Illinois Judicial Branch and functions of the Illinois Courts at all levels is preferred. Compensation and Benefits: This is a highly responsible executive level position within the Judicial Branch. The minimum salary is $75,761 - salary commensurate with skills and experience. An attractive Judicial Branch benefits package is offered, including medical, dental, vision, pension plan, life insurance   and deferred compensation.

Location:  The position is located in Ottawa, IL.  The successful candidate must be willing to relocate to within 20 miles of the courthouse.
Physical requirements: Ability to sit for periods. Occasional in-state travel.

PCBA Foundation-Volunteeers Needed

The Peoria County Bar Association Foundation was established by the PCBA in 1970. It is a charitable entity under Section 501(c)(3) of the Internal Revenue Code. The Foundation Trustees are the Chief Judge of the Tenth Circuit, the President, President-Elect, Second Vice President and Secretary-Treasurer of the PCBA, and an additoinal PCBA member appointed by the Trustees. The charitable activiites of the Foundation include contributions to the Peoria County Judicial Intern Opportunity Program (JIOP), the PCBA Diversity Scholarships, Feeding Illinois and Prairie State Legal Services. The Trust Agreement under which the Foundation operates has had only minor revisions since the Foundation was established. Because of this, the Trustees are seeking volunteers from the PCBA membership to review the Trust Agreement and recommend any needed updates and revisions. Fitness, Health & Wellness Committee: Member Link to Wellness

Spring is here (finally!) and there’s a lot of fitness to be found outdoors! 

A true local fitness treasure is the Building Steam program, which starts up again this first week of April.      

The program is designed to help anyone, including non-runners, prepare to walk or run the Steamboat Classic 4-mile course in June, but it is so much more than that.  Whether you come alone or with someone you know, you will find an opportunity to improve your cardiovascular fitness in a very social, non-threatening environment.  It is a very low-stress, go-at-your-own-pace program with just the right amount of assistance and incentive for you to get your walking and/or running exercise, and to improve your abilities over the 11-week program.  This program is for everyone!  You don’t have to be a runner!

The original Peoria program is based at the RiverPlex downtown on Wednesdays; there are also programs in Chillicothe (Pearce Community Center--Tuesdays), Washington (Five Points--Thursdays), and Morton (Park District Rec Center and Idlewood Park Shelter--Mondays).  Sessions are at 6:00 p.m. for about an hour.

The cost of the program is only $50, or $80 if you also want to sign up now for this year’s Steamboat Classic race.  Get more information and register at http://www.steamboatclassic.org/ training-programs/building-steam/.  Or come to any of the informational/orientation sessions this week (schedule on website).  And if you miss those sessions, there is absolutely no problem starting up next week or even the week after, but don’t delay!  This is a great chance to start your 2014 fitness program NOW!  And it will give you a head start on preparing for the 2014 Strides for Justice 5K, on September 27!  Questions? Nominations Sought for Public Servant Award

Do you know an outstanding leader with a history of service in the public sector? The Government and Public Interest Committee will be recognizing an attorney from the public sector at the Annual Meeting on July 7, 2014.  The Committee is seeking nominations for the Public Servant Award. The Public Servant Award recognizes the positive impact made by our community's government and public interest lawyers.  The Public Servant Award will be presented to an extraordinary individual for outstanding service to the public.  By celebrating the contributions and career of a single lawyer, we also recognize the power of the law in serving the public interest and honor the fundamental values of our legal profession and justice system.  The award honors a licensed Illinois attorney who has provided at least ten years of legal service to an entity that is funded by tax dollars or is otherwise considered a government, academic, or non-profit legal service organization.  The honoree must be a PCBA member who is an outstanding leader in his or her field and follows the highest ethical standards.  The nomination form is attached hereto.  You may also go to our website and complete the Nomination Form online at https://peoriabar.org/form/pcba-public-servant-award. Completed nomination forms must be submitted by June 15, 2014 to the PCBA.

GAL Training

Judge Maher has announced there will be a GAL training on October 20 and 21, 2014, at Second Presbyterian Church, 313 N. East St., Bloomington, IL.  Further details on speakers and cost are forthcoming.  The course will be approved for GAL credit in the Tenth Circuit.

On Wednesday, March 26, 2014, Richard H. Parsons passed away. He was born on June 9, 1936, in McAlester, OK. He moved to Taylorville, Illinois, where he graduated from Taylorville High School in 1954. He received his B.S. degree from Bradley University in 1958. Upon graduation he served in the United States Marine Corps PLC Program and went on to obtain his Juris Doctorate from Washington & Lee College of Law in 1961. He completed post-graduate studies in constitutional law at Harvard Law School under its judges’ program in the 1980’s. After graduating from law school he worked for Chicago Title and Trust Company.  In 1968 he moved to Peoria and entered into private practice and shortly thereafter formed and owned the Bankers Title Company, Ltd. He was actively involved in numerous legal associations, including the ABA, ISBA and the PCBA where he served a two-year term on the Board of Directors and actively participated in the Annual Tennis Tournaments sponsored by the PCBA.  To view Mr. Parson’s complete obituary visit   http://www.legacy.com/obituaries/pjstar/obituary-print.aspx?n=richard- parsons&pid=170401023 The PCBA has contributed $100 to the Foundation in memory of Richard H. Parsons.
The annual Memorial Service is scheduled for Thursday, May 22, 2014, at 10:30 a.m. in Courtroom 210 of the Peoria County Courthouse. Family of the deceased will be attending. This is a heartwarming service where members can offer personal memories of fellow attorneys. Those being honored at this years’ service are: James M. Voelker, LeAnna Karnopp Grimsley, Hon. Robert E. Manning, Jr., Charles M. Rock, Dean B. Rhoads, Colette Bailey and Richard H. Parsons.

Nominating Committee

The Nominating Committee met on January 24, 2014, for the purpose of selecting an attorney who will fill the role of Secretary-Treasurer next year, and annually thereafter move into the offices of Second Vice President, President-Elect and eventually President of the PCBA.

The nominee should be someone from our association with past measurable involvement with the PCBA’s committees and activities, someone with demonstrated legal experience and abilities, and someone who exemplifies the character of the membership sufficient to lead the association in furtherance of all the association’s endeavors.

The Nominating Committee is pleased to report that it has selected Michele A. Miller (at right) as its nominee for the position of Secretary-Treasurer for the year 2014-2015.  The committee chair has spoken with Michele who has agreed that if she is so nominated, she will accept this position.

We are pleased to announce that we have selected two JIOP interns who will be with us this summer. The selection committee was comprised of Judge Kouri, Grace Mata, Frank Ierulli, Nina Gougis and myself. We wish to thank those from the PCBA who assisted in the selection process and most importantly we wish to thank the Bar Association for supporting these two internships. Our two summer interns are Morgan Farrington, who is a 1L at the University of Illinois, and Sagine Vincent who is a 2L at Florida Costal School of Law.  I hope that all will welcome them to Peoria this summer. Our two summer interns (Eckor and Shawnell) from last year will also likely be here in Peoria, returning for an internship with the State’s Attorney’s Office and the Heyl firm. We view the Bar Association’s assistance with the interns as a critical factor in the interns returning to our area.

New Format for Pro Bono Awards

For the first time since 1992, the Pro Bono Awards will not be awarded at the Peoria County Bar Association Law Day Luncheon. Members of the Peoria County Pro Bono Plan and the Tenth Judicial Circuit Pro Bono Committee feel that the awards are very important, and warrant special attention. Considering how full the agenda is for the Law Day Luncheon, it was difficult to recognize the recipients in a way that exemplified the importance of the awards. A decision has been made to move the awards to a reception sometime in the Fall. More details will follow as plans come together for this special event. Suggestions are always welcome.

Typically the hours stop being counted for the awards as of March 31st. However, we will be extending the award period into the Fall, and we will provide you with a cutoff date when more details are available. This is a very exciting time for pro bono with many new projects in the works. It is a very good time to sign up to volunteer, as there will be many different ways in which you can help.
