Diversity Luncheon

The 10th Annual Diversity Luncheon was held on October 23 at the Peoria Marriott Père Marquette. Pictured at left are Grace Mata, Sonni Williams, keynote speaker Monica Torres-Linares and Diversity Committee Chair Nina Gougis.  Arsenio Mims (right, with Ketura Baptiste) was this year’s scholarship recipient. He is currently attending the University of Missouri School of Law and will be graduating in the Spring of 2014. Over 200 attorneys, Bradley pre-law students and area high school students attended. Justice Kilbride Reception

The reception for Illinois Supreme Court Chief Justice Thomas Kilbride was standing room only at Jim’s Steak House on October 21.  Thank you to all who came to show appreciation to the Chief Justice for his term in that capacity.  At left is Judge James Shadid, Chief Judge of the U.S. District Court, Central District, who organized the event.  Judge Michael McCuskey said a few words (no, really, just a few) as did Circuit Judge Kevin Lyons and others.

Illinois Joining Forces

Many local attorneys have been providing services to local military personnel and veterans through efforts largely coordinated by local attorney Michael Lied of Howard and Howard Attorneys PLLC.  The PCBA hopes that by joining IJF, it can institutionalize Mr. Lied’s efforts to find and match service members to an attorney who can assist them, while empowering a greater number of service members with legal access and knowledge.

DEPRESSION: As Fall gives way to Winter, our moods may also undergo changes. While 10-20% of the U.S. population suffers from a mild form of winter blues, 4 to 6% suffer from true Seasonal Affective Disorder (SAD). FHW Member Tip:  My daughter recently went to her six year old checkup. Her pediatrician reminded her that she should be getting one hour of physical activity a day. She has motivated me every day since by reminding me what the doctor said and asking me if I would like to go for a walk. What or who motivates you to move? Whoever or whatever it is, keep moving.

7th Annual Strides for Justice 5k: September 27, 2014 Please mark your calendars for this scenic fall race in Peoria Heights.  This is a great family race to run, walk or both while raising money for Prairie State Legal Services.

Committee Chair Gregory Rastatter reports that Jennie Cordis Boswell, Kathleen Carter, Brandon S. Cheney, Daniel F. Hardin, Mark D. Johnson, Lynne R. Ostfeld, and Jeremy A. Schweigert have applied for regular membership; Brad Barber has applied for student membership and Gerard J. Rickert, Jr. has applied for renewal of his membership. Our next new members’ luncheon will be held on November 13, 2013. Invitations to our newest members have been mailed. If you are a new member to the PCBA and did not receive an invitation, please contact our office (309) 674-6049 by Friday, November 8th.  The PCBA “Hospitality Reception” has been set for Thursday, November 21, 2013, at Ulrich’s Rebellion Room, 631 Main Street, from 5:00 – 7:00 p.m.  All PCBA members, Judges and newly-admitted attorneys are welcome.  Reservations not required; free food and drinks, sponsored by Casey Johnson and Marty Best of WestPoint Financial Group.

Second Dues Notices have been mailed and we have approximately 53 members who have yet to pay their dues.  Please check your records to see if your dues payment has been made.  Thank you to all attorneys who have made their dues payments in a timely manner.  According to Article VII., Section 2. of the By-Laws:  “If the dues of any member required to pay dues are not fully paid within sixty (60) days after billing, the Secretary-Treasurer shall again bill such delinquent member for dues.  If, upon the expiration of thirty (30) days thereafter, [October 5, 2013] such member’s dues remain unpaid, such member shall thereupon automatically cease to be a member of the PCBA, his/her name to be deleted from the membership roster.…” 


On Wednesday, October 16, 2013, Charles M. “Chuck” Rock passed away. He was born on September 18, 1954, in Peoria, graduating from Richwoods High School in 1973. He received his B.S. in 1976 from the University of Illinois and his Juris Doctorate from Washington University School of Law in 1980. After several years of being a sole practitioner, Chuck, with his brother Jeff and Eric Hasselberg, formed the law firm Hasselberg & Rock in 1991.  The firm later became Hasselberg, Rock, Bell & Kuppler. He was selected as a “Leading Lawyer” and was a current member of the Peoria County Bar Association.

The PCBA has made a contribution of $100 to the PCBA Foundation in memory of Charles M. Rock.

Public Relations

On October 28, 1998 the Digital Millennium Copyright Act, strengthening copyright protection in an Internet age, was signed into law. Peoria Next Innovation Center held a seminar on October 14, 2013, entitled “Protecting Your Intellectual Capital and Creations.” Featured speaker was Jonathan L.A. Phillips, Shay Kepple Phillips, Ltd. With 16 local entrepreneurs in attendance for the seminar, he discussed “Copyright and the Artist.” If you would like to read more about the article written by Jonathan you can find it in the October issue of InterBusiness Issues magazine or online at http://www.peoriamagazines.com/ibi/2013/oct. The seminar was a collaboration between Start Up Peoria, ArtsPartners and Jennifer L. Morris, Quinn, Johnston, Henderson, Pretorius & Cerulo, who assisted in the coordination of this free program for the public.

YLC Blood Drive

The YLC Fall Blood Drive was held on Tuesday, October 29, 2013, at the Peoria County Courthouse. Blood drive chair Stacy Crabtree reported 28 units were collected. At right are Stacy, YLC volunteers Monica Kim and Frazier Satterly, and donor Maureen Sames. Thank you to Stacy for her hard work in coordinating this important project.

2013 Project Santa

The Young Lawyers will again this year be partnering with South Side Mission for their annual gift giving program, connecting the Legal Community with the underprivileged within our community. Courthouse News - Welcome to the Bench

The Circuit Judges of the 10th Judicial Circuit have selected Kirk D. Schoenbein as the next Associate Judge.  Judge Schoenbein received his undergraduate degree in 1984 from Western Illinois University in Macomb and his Juris Doctor in 1987 from the University of Illinois College of Law.  Prior to his appointment he was affiliated with the U.S. Attorney’s Office in Peoria.

Celebrate Pro Bono Week has come and gone. Many different events took place in an effort to recognize our volunteers. There was an MCLE for the attorneys in the Ninth Judicial Circuit that was very well received. In the Tenth Judicial Circuit we spoke about the need for pro bono at the reception for Justice Kilbride, we highlighted the week at the Diversity Luncheon, The City of Peoria recognized the week through a Proclamation, and there was an editorial from our Peoria County Bar President, James Kane, in the Peoria Journal Star. The week is set aside to honor you, and I hope we have done that in some small way.

Hightlght Case

Attorney Kendric Cobb of the Legal Division of Caterpillar Inc. assisted a client with the sealing of her criminal record. The client had been convicted of retail theft in 1993, and had committed no other crimes. She obtained her Certified Nursing assistant certificate, and entered the Licensed Practical Nurse program at ICC. She soon learned that she would not be able to obtain employment due to her conviction. After exhausting every other avenue, she came to Prairie State looking for help. Through the help of Attorney Cobb, the conviction has been sealed and she will be able to be a LPN. The Expungement/Sealing Project has one purpose, to give people an opportunity to be self-sustaining and move out of poverty. That is not possible without a good job. Thank you Kendric for helping this client. This is a wonderful example of making a difference in someone’s life. And these are the types of clients targeted for this project. Other News - Lela Post Scholarship Awarded


Elizabeth Barry (right) has been chosen as this year’s 2013-14 scholarship recipient of the Lela Post Scholarship.  Thank you to everyone who purchased “Mulligans” at the annual golf outing, which helps fund the scholarship each year.  It is in memory of Lela Post, Executive Secretary of the Peoria County Bar Association from 1979-1998. Elizabeth is currently attending Illinois Central College in the Paralegal Program with graduation anticipated in the spring.
