Lincoln Banquet & Gala

The 105^th banquet and gala was held Saturday, February 9, 2013, at the Par-A-Dice Hotel. The Lincoln Banquet Committee with its theme, ”Abraham Lincoln … Access to Justice,” was pleased to have as the keynote speaker, Peter Edelman, Professor of Law at Georgetown University Law Center and Author of So Rich, So Poor.  At left, he is accompanied by PCBA President, the Honorable Lisa Wilson, and banquet committee vice chair, Sonni Williams.  Honorable Stuart P. Borden, Honorable Glenn H. Collier, and Honorable Timothy M. Lucas, retired judges from the 10^th Circuit, were recognized, and this year's Distinguished Community Service Award recipient was announced:  Honorable John A. Gorman.  Magistrate Judge Gorman (at right) was nominated for the award by past recipient and PCBA past president, David Mueller.  Mr. Mueller provided a long list of the Judge's community involvement, and wrote, "He is a gentleman in every sense of the word and a jurist whose judicial temperament and legal acument are well recognized."

   In Memoriam

On Monday, January 21, 2013, Arthur G. Greenberg passed away. He was born on July 31, 1929, in Chicago, Illinois. He was a graduate of the University of Illinois and the University of Michigan Law School in Ann Arbor.  He was a United States Navy veteran, serving his nation during the Koren War.  Arthur was a noted attorney in the Peoria area for many years, engaging in the practice of law from 1957 to1978, 1982 to 1997, 1999 and 2000.  He was also resident circuit judge, Peoria County, Tenth Judicial Circuit of Illinois, appointed by the Illinois Supreme Court (1997-1998); commissioner on the Inquiry Board, Attorney Registration and Disciplinary Commission (ARDC) 1997; an assistant state's attorney, Peoria County, 1960 and 1962; and had been appointed special prosecutor and receiver in special cases.  He was licensed to practice law in all local federal courts, state of Illinois, state of Michigan, and before the United States Supreme Court.  Arthur was president of the Peoria County Bar Association (1992-1993).  A memorial service will be February 16 at 11:00 a.m. at the Universalist Unitarian Church at 3000 W. Richwoods Blvd., Peoria, IL 61604.  The PCBA has made a $100.00 contribution to the PCBA Foundation in memory of Arthur G. Courthouse News
Chief Circuit Judge Michael E. Brandt is pleased to announce that Timothy J. Cusack has been elected by the Circuit Judges of the Tenth Judicial Circuit as an Associate Circuit Judge. Judge Cusack was selected from an outstanding field of candidates and was sworn in on January 25, 2013.  He is a native of Peoria, Illinois, a graduate of Bergan High School, received his undergraduate degree in 1984 from Marquette University and his Juris Doctorate in 1989 from Northern Illinois University. He began his legal career with the Peoria County State’s Attorney’s Office in 1989; in 1991 he entered the civil practice arena by accepting employment at Cusack & Fleming. He was given the opportunity to work part-time for the Tazewell County Public Defender’s Office in 1996-1998 in the Felony Division. Mr. Cusack accepted a position in 1998 for the Peoria Public Defender’s Office, and in 2008 he was appointed to his most recent position of First Assistant Public Defender. He lives in Peoria with his wife Anne and their seven children. 

STATUS ON THE PEORIA COUNTY LAW LIBRARY/SELF-HELP CENTER
January 30, 2013
The Peoria County Law Library/Self-Help Center is currently closed and in the process of some renovations.
First, I apologize for the substantial lack of advance notice for this event.
Second, the renovations were undertaken for much-needed replacement of ordinary wear-and-tear items such as carpeting and repainting.  Also, the renovations were generated to reflect the evolving usage of this space from a book depository library to an online depository and Self-Help Center.  The space has been staffed with an attorney rather than a traditional law librarian who is sometimes assisted by other staff.  Staff spends the most time at the Library/Center working with people useing the Self-Help Center.
The existing space structure was not efficient for its usage and not user friendly.  The area needed a more security-minded set-up for staff.  In part, it was decided that bookshelves would be removed and fixtures would be changed to allow better assistance to the increased number of people using the Center because they cannot afford to hire an attorney.  However, access/usage of the Law Library component for legal research, including the shelving of some materials that may not be available online or which are often used (i.e. IICLE Practice books), would not be diminished whatsoever.
Third, unfortunately, the removal of the carpeting revealed some issues -- possible asbestos-related -- that need to be addressed and will cause a delay in re-opening of the Center.  At this time, I do not have a firm, projected date that the Law Library/Self-Help Center will reopen but I will keep all concerned advised.
Again, I apologize for the inconvenience.

I need the assistance of anyone who practices in the Ninth Judicial Circuit. I have been charged with establishing a pro bono plan in the Circuit. It is my hope that I will be able to create a plan that is as remarkable as what we have in the Tenth Judicial Circuit. To do that, I need assistance and input from anyone willing to advise me. Your help would be greatly appreciated. Please email me so we can talk.
We will be tallying hours in March for the Pro Bono Awards, so if you have any pro bono cases that can be closed, please return the closing information by March 15th to have your good work recognized.
